ARPA Provider Relief Payments for Residential Care Facilities and PASSPORT Providers

Governor Mike DeWine and the Ohio Department of Aging (ODA) are pleased to formally announce that many long-term care providers are eligible for grant funding pursuant to Ohio House Bill 169. 

On March 1, 2022, Governor Mike DeWine issued an executive order allowing ODA to prioritize the swift disbursement of funds from the American Rescue Plan Act of 2021 (ARPA) to support COVID-19 relief and recovery efforts. The approval specifically includes $33 million for Residential Care Facilities and approximately $26 million for PASSPORT providers.

Eligible Residential Care Facilities must apply for funding by 5 p.m., May 23, 2022.

Residential Care Facility Providers 

Residential Care Facilities (RCFs) with Assisted Living beds licensed by the Ohio Department of Health, may be eligible to receive relief equal to $500 per licensed bed.

Important: As part of the application process, RCF providers will need a unique five-digit invitation ID, which they can find on the homepage of their COVID-19 Care Center profile. RCF providers must also be registered as a State of Ohio Supplier.

PASSPORT Providers 

The State of Ohio will also be making one-time payments starting the week of March 7 to providers serving in PASSPORT. The payments are based on claims paid to each provider for dates of service between Nov. 1, 2020, to Oct. 31, 2021. The minimum provider payments issued will be $100. 

The State is not adjusting a provider’s payment once this one-time payment has been rendered. Only those claims submitted and paid at the time the one-time payment amount is established will be used in determining a provider’s payment.
