The public is invited to participate in the rule-making process of the Ohio Department of Aging.
An administrative rule is a state regulation that bears the weight of law. Before enacting, amending or rescinding such a regulation, the Department will first do two things: (1) seek public comment and (2) undergo a formal review by a joint committee of the state legislature called the Joint Committee on Agency Rule Review (JCARR).
Prior to filing a proposed rule with JCARR, the Department will post a draft of that rule on this Web site in search of your comments and suggestions. Your participation in this stage of the rule-making process is very important. Based upon your input, the language of the draft rule may be improved before advancing to the next stage of the rule-making process.
After the period of public comment has ended, the proposed rule will be submitted to JCARR. There, it will undergo a formal review process that includes a public hearing. If the proposed rule is not invalidated after such a review, then it will become an official state regulation that will be part of the Ohio Administrative Code.
