What is the Residential State Supplement (RSS)?
- RSS is a cash supplement to low-income adults with disabilities who do not require nursing home care.
- Participants use the supplement along with their income to pay for approved living arrangements.
Who is eligible for the Residential State Supplement?
Eligible participants must:
- Are age 18 or older;
- Currently live in an Adult Family Home, Adult Foster Home or Adult Residential Mental Health Facility; and
- Meet financial eligibility (see below).
In addition, participants must require:
- Residential placement and support services, but not 24-hour care;
- A protective level of care; and
- Fewer than 120 days of skilled nursing care.
What are the financial eligibility criteria for RSS?
- Most eligible consumers may not have a monthly income greater than $800.
- Consumers living in Community Adult Mental Health Housing may not have a monthly income greater than $600.
- Consumers living in a Residential Care Facility or an adult group home may not have a monthly income greater than $900.
- Consumer may not have more than $1,500 in assets (regardless of type of residence).
What services are provided in the Residential State Supplement program?
- Participants receive a monthly cash supplement to assist with the costs of room and board and services available at a licensed or certified home (including housekeeping, laundry, transportation, and security).
- Participants receive a Medicaid card that entitles them to Medicaid benefits including: physician care, hospitalization, prescription drugs and many other services.
- Case managers help participants develop a care plan and will monitor and adjust the plan according to the needs of the participant.
Where do RSS consumers live?
- Certified Adult Foster Homes;
- Certified Community Mental Health Housing;
- Licensed Mental Health Residential Facilities;
- Licensed Adult Family Homes;
- Licensed Adult Group Homes; and
- Licensed Residential Care Facilities.
How do I apply for the Residential State Supplement?
- Call toll-free 1-866-243-5678 to contact the Area Agency on Aging serving your community for details on how to apply.
- Interested individuals must complete an application, telephone screen and in-person assessment.
- Then, your County Department of Job and Family Services will determine financial eligibility.
- A case manager will develop a residential service plan and the prospective consumer will tour approved community housing.
- After meeting all eligibility requirements and finding approved housing, the consumer begins to receive the supplement.
